Blacktown City Council had granted development consent for 476 residential lots at 280 Garfield Road East, Rouse Hill, Sydney. Orion’s client purchased a portion of the subject land, including 154 proposed lots, two On-Site Detention (OSD) and water-quality basins.
Orion was initially engaged to modify the development consent to incorporate lot benching, retaining walls and On-Site Detention (OSD) basin modifications. Subsequently, Orion prepared staged plans for the Subdivision Works Certificate (SWC), which involved designing a temporary intersection under a Work Authorisation Deed (WAD) process with Transport for NSW (TfNSW).
The client possessed existing development consent and a civil engineering design that had previously been prepared. Orion was engaged to modify the Development Application (DA) to include lot benching, retaining walls, and adjustment to the OSD design.
Orion then took the modified development application design and progressed it for the SWC. This involved rebuilding the preliminary design to add essential details for the SWC while complying with consent conditions.
Furthermore, Orion was engaged to prepare details for benching and retaining walls for each lot as per the client’s design brief. Additionally, Orion designed a temporary intersection upgrade for Garfield Road East under a WAD process with TfNSW.
Road grading was modelled on the Development Application (DA) design. Orion then undertook checks to ensure Austroads compliance, making any necessary adjustments.
For the stormwater design, Orion carefully considered staging of works, coordinating with existing and future development, ensuring the system would operate during all stages of development.
The client’s simultaneous development of building product for each lot alongside civil plans preparation necessitated a focus on lot benching and retaining walls. Orion ensured model alignment with the client’s design brief, adding value by incorporating floor slabs to match the proposed site product.
An obstacle arose with traditional drawing methods that can lack a genuine 3D perspective and be time-consuming for client reviews. Orion resolved this by providing the client with a simplified viewer version of the 3D model, offering a clear depiction of the site’s grading. This on-demand export approach saved Orion unnecessary drafting time and allowed the client to review the model at their convenience to ensure it met their expectations
The development included creating a new T-intersection by extending Hambledon Road to connect with the existing Garfield Road East formation. Garfield Road East falls under TfNSW jurisdiction, with long-term plans to elevate the road above flood levels. Meanwhile, Hambledon Road’s design, funded by SIC (Special Infrastructure Contributions), is under council control. Orion’s task involved documenting the intersection upgrade, necessitating substantial coordination with TfNSW and Blacktown City Council to ensure the intersection complied with the council’s Hambledon Road design, the future upgrade for Garfield Road East and coordinating with existing road formation, all to limit the extent of required temporary works.
This project posed complexities, demanding thorough site evaluation amidst various construction development stages. Orion’s integrated design approach ensured consistency and reduced clashes across different development stages.
Recognising the importance of grading outcomes for the client’s product, Orion swiftly established a system that clearly communicated the design and model data to the client.
Collaboration with the council, TfNSW, the private certifier and adjoining property owners enabled Orion to navigate challenges and develop solutions that met all parties’ diverse requirements.
