Anambah Rise is a three-stage development by CPGEstates of 97 new housing lots in the Maitland City Council constituency adjacent to both the Hunter River and Anambah Lagoon. This development is in one of Newcastle’s fastest-growing regions, with a wide range of retail, commercial and community spaces.
CPG Estates engaged Orion as the construction-phase superintendent and principles’ representative.
- Reviewing the contractor’s quality assurance and project management system to ensure compliance with contractual requirements and completion of pre-commencement processes.
- Obtaining relevant security and insurances from the contractor as required under the contract.
- Assessing the contractor’s program, extensions of time, RFIs, variations and monthly progress claims and issuing the appropriate directions, certificates, and letters.
- Inspecting the site twice weekly, monitoring the contractor’s progress against the program, chairing fortnightly meetings, and stakeholder engagement.
- Issuing certificates for practical completion and upon completion of the defect’s liability period.
Challenges arose from a combination of site conditions: excess topsoil, water-adverse material (Alluvium) and prolonged periods of wet weather. These factors impacted the suitability of materials for re-use according to the original geotechnical reports, the overall balance of onsite cut/fill, and the ongoing accessibility for construction. This resulted in lodgement of multiple challenging contractor variations.
Other challenges included:
- Requirement for additional scope of works, such as external sewer and electrical infrastructure upgrades.
- Poor weather and difficulty in completing construction resulted in an extension to duration of works.
As Superintendent, Orion’s role was:
- Defining the extent of variations and sorting them into manageable and measurable stages of work. The contractor prioritised immediate site access as part of the construction approach. Consequently, the project was divided into multiple stages, leading to several variations. Orion’s task was to outline specific inclusions and timing for each variation, facilitating the contractor’s access to key areas like roadways and lots and managing earthworks balance on site during the early stages. While this approach increased ongoing construction and weather-related challenges (such as pumping design roadways), it was deemed less risky for the client and was the contractor’s desired method. Presently, further technical solutions and consultations are addressing these issues.
- Assessing, agreeing on and communicating the contract rates, including modifications. This allowed the contractor to proceed with onsite works during favourable weather, bypassing delays caused by uncertainties such as ground condition investigations and price variation.
- Leveraging updated geotechnical guidelines and ongoing trial testing (such as stabilisation and blending) for optimal outcomes. Regular inspection and review of onsite materials to guide us towards the most technically sound and cost-effective solutions aligned with the original contract rates. Clear directives mandating daily onsite geotechnical assistance, with weekly meetings involving all parties to ensure a balance of the site mass haul.
- Verifying the contractor’s submitted quantities through a first-principles assessment using geotechnical onsite test pits and a detailed breakdown of quantities street by street and area by area. This process promptly ensured the integrity of the Bill of Quantities (BOQ), preventing the inclusion of both the original contract quantities and additional rates intended to cover the comprehensive process of winning, loading, hauling, spreading, compacting, and testing operations.
Orion maintained clear communication about the project’s progress, enabling the client to understand, assess and make decisions based on an overall risk vs reward perspective. This approach also ensured the contractor stayed aligned with the project’s progression and facilitated smooth payment processes for both parties, particularly during persistently challenging conditions such as adverse weather.
We also:
- Used and agreed on the contract rates to guarantee the client maintained the commercial integrity established during the tender period. This removed the need for additional supervisory site monitoring or assessment of ongoing activities against potential variations.
- Helped minimise potential excess materials requiring removal at the project’s end, reducing the risk of unnecessary offsite hauling expenses. This was particularly valuable to the client, considering the scarcity of materials.
- Segmented the project into around 20 different areas across the ~90,000m2 site and conducted a first-principles assessment to provide the client with insights into how the variation proposal aligned with the original design. Additionally, if offered the client a clear view of where the contractor completed necessary and unnecessary excavation works in specific sections of the project.
- Provided the client with confidence in the quantities and rates of the initial cost estimates, which allowed risk visibility and early cost-benefit outcomes of the proposed remediation work, as opposed to learning of a lump sum after completion of the works.
- Leveraged Orion's Hunter-based team for on-ground operations, supervision, and surveillance, providing a significant advantage given the client's location in Sydney. This ensured efficient and effective project management, enhancing oversight and responsiveness throughout the project lifecycle.
