Planning Monthly Update
Greater Cities Commission
The Greater Sydney Commission has become the Greater Cities Commission and expanded to include the Lower Hunter and Greater Newcastle, Central Coast, and Illawarra-Shoalhaven. We have a watching brief on the review of the Greater Sydney Region Plan and future review of the District Plans and will provide our view as and when these are released for public comment.
Planning Reform
After years of continual reform measures, we’re welcoming a period of relative calm in the planning space. Aside from the continuing Infrastructure Contributions Reform process there is little on the horizon in terms of significant planning changes to the NSW planning framework.

Construction Infrastructure & Industrial Monthly Update
Federal Budget for NSW Infrastructure
The Federal Government has recently announced a $3.3 billion commitment to state’s infrastructure pipelines in the Federal Budget as a means of creating jobs, keeping commuters and freight safe and moving as well as driving economic growth.
Some key new projects funded in NSW in the 2022-23 budget include:
- $1 billion for the Sydney to Newcastle – (Tuggerah to Wyong) faster rail upgrade
- $77.5 million for a business case for Stage 2 of the Sydney Metro – Western Sydney Airport line
- $95.6 million for the Picton Bypass and Picton Road – Planning
Some notable key infrastructure projects for Western Sydney include:
- $232.5 million for Mulgoa Road Stage 2 – Glenmore Parkway to Jeanette Street, Stage 5A Blaikie Road to Jamison Road and Stage 5B Jamison Road to Union Road
- $77.5 million Western Sydney Freight Line and Intermodal Terminal Strategic Business Case
- $25 million Richmond Road Stage 1 – Elara Boulevard to Heritage Road, Marsden Park
- $12.5 million Richmond Road Corridor Upgrade – Planning
- $3 million Werrington Arterial Stage 2 – Planning
- $5 million Western Sydney Freight Line and Intermodal Terminal Strategic Business Case

Project Management Monthly Update
Infrastructure Investment for Sydney’s Developing West
NSW state government with the support of local government are unlocking employment land in Sydney’s West to support the delivery of 30,000 new homes in areas of Western Sydney as demand continues to grow.
Funding key infrastructure capable of expediting development approvals will provide confidence to developers and Council’s to invest further in infrastructure.
Half a billion dollars of proposals have been selected and will be delivered by The Hills Shire Council, Camden Council, Blacktown City Council, Hawkesbury Council, Penrith City Council, Liverpool City Council and Campbelltown Council.
Twenty-four projects have been selected for funding through the second round of the NSW Government’s Accelerated Infrastructure Fund (AIF) led by Council and will include upgrades to roads, drainage systems, expanding public spaces and creating new sporting facilities.

Survey on Impact of Precise Positioning
ACIL Allen has been engaged by Geoscience Australia to undertake an assessment of the economic impact of the National Positioning Infrastructure Capability (NPIC) program. The program provides free and open access to multi Global Navigational Satellite Systems (GNSS) observations streams from a national network of Continuously Operating Reference Stations (CORS).
Users can connect to these data and product streams direct from GA or via a commercial positioning service provider. The CORS network has been designed to support a national positioning capability that provides less than 5 cm accurate positioning solutions in areas with access to mobile phone coverage (delivery via the internet).
