Bradfield City is Australia’s first new city in 100 years, strategically located on the doorstep of the Western Sydney International Airport.
The new master-planned development will deliver up to 10,000 homes, 20,000 jobs, and over 36 hectares of green space, including a landmark two hectare Central Park at its heart.
Orion was engaged to act as an advisor to the Principal’s Authorised Person (PAP) under the GC21 construction contract, as well as to provide superintendent services for the Bradfield City Stage 2A enabling works.
The services included contractor management and contract administration, supporting the efficient delivery of enabling infrastructure – including roads, utilities, and amenities – through to project completion and handover. These works lay the foundation for the future growth and development of the Bradfield City.
The project team was engaged to ensure efficiencies across all components of the Bradfield City Enabling Works – Stage 2A. This included:
- Assisting with construction tender management
- Administering the contract and monitoring the contractor’s activities
- Overseeing safety measures and effective construction methods
- Managing and reviewing construction handover, including completion deliverables and authority approvals
Construction for Stage 2A commenced in July 2024, with construction completion on schedule for late 2025.
Orion applied its local and industry expertise, along with strong relationships with authorities, the project team, and construction contractors, to address constructability challenges, maintain high standards, and keep the project on track for timely delivery. Our collaborative approach ensured the project was delivered to a high standard of quality and within the client’s required timeframe.
Challenges of the Bradfield City project included:
- Ecological and environmental constraints
- Working in close proximity to nearby construction works for Bradfield City’s First Building and the Bradfield Metro site
- Utility lead-ins and installation of multiple new utilities within defined allocations, including a new 132kV electrical transmission line
- Availability and sourcing of specific construction materials for street scaping
Throughout the project, Orion took a collaborative approach to resolve these complexities. Timeline, quality and cost control were a key focus, supported by weekly site inspections and frequent, open communication with all project stakeholders.
Orion played a crucial role in the successful delivery of the project through a hands-on, proactive approach that went well beyond standard contract administration. Acting as a key partner, Orion maintained close coordination with the project team, contractor, and consultants, fostering collaboration and ensuring alignment with the client’s objectives and deadlines.
A major benefit to the client was the effectiveness of Orion’s expertise in construction and authority requirements and processes.
On the ground, Orion’s experienced superintendents added significant value through the early identification of risks and opportunities, diligent WHS&E monitoring, and continuous cost and program performance analysis. These efforts directly enhanced project outcomes and ensured a streamlined, efficient delivery.

Bradfield City Enabling Works - Stage 2A
Orion was engaged as superintendents and construction advisors to the Principals Authorised Person (PAP) under the GC21 contract for the delivery of the Bradfield City Stage 2A enabling works. Covering 38 hectares, the works included bulk earthworks, civil infrastructure, utilities, and streetscaping to lay the foundations of Australia’s first new city in 100 years. Through proactive project management, extensive construction expertise, and strong industry relationships, Orion ensured the successful delivery of the project.
