Momentum Industrial Estate, located at 813–913 Wallgrove Road in Eastern Creek, is a premier industrial development in Western Sydney. It features 14 state-of-the-art warehouses and offices spanning 220,000 square metres of floor area. Strategically positioned with direct access to Wallgrove Road and near the M4 and M7 motorways, it offers exceptional connectivity for logistics and distribution operations.
Orion delivered essential enabling infrastructure, including a new signalised intersection providing key access to the future industrial subdivision.
Orion was engaged to lead the engineering design and project management of the signalised intersection upgrade on Wallgrove Road. The scope involved delivering Works Authorisation Deed (WAD) works in accordance with Transport for NSW (TfNSW) requirements, including seamless coordination with local and state government agencies and utility providers.
Orion was central to the seamless alignment across planning, design and execution of the Wallgrove Road intersection upgrade.
Engineering Design: Orion led the preparation of fully coordinated construction-level documentation while navigating complex interfaces with TfNSW’s Traffic Control System. The team embedded Safety in Design principles throughout the project, and use advanced modelling to identify and resolve spatial and service conflicts early in the process.
Project Management: Acting as the single point of contact, Orion facilitated engagement with key stakeholders – including TfNSW, WaterNSW, Endeavour Energy, Sydney Water, eight different communication providers, Fairfield City Council, and Blacktown Council
Orion adopted a forward-thinking, model based approach that enabled real-time decision making and a level of service coordination that set a new benchmark for infrastructure delivery. Our approach included employing detailed 3D modelling, visual simulations, and custom-designed barrier systems.
The project faced a number of complex technical and coordination challenges –including structural constraints, minimal cover over existing pipelines, heavily congested underground communications infrastructure, steep level differences, and tight working zones. These were successfully addressed through early-stage clash detection, proactive stakeholder engagement, and design refinements.
Design Integration and Coordination
Orion used advanced 3D modelling and a comprehensive utilities survey to deliver fully compliant engineering designs and proactively resolve service coordination challenges in a constrained environment. This included:
- Designing a protective concrete barrier around an existing telecommunications pit, eliminating the need for costly asset relocation
- Visualising driver sightlines approaching the new intersection to confirm that M7 overpass piers would not obstruct visibility of traffic signals.
- Developing a compliant safety barrier system within a constrained corridor adjacent to a steep batter.
Stakeholder Engagement and Delivery Management:
The project required coordination with multiple service authorities, each with different design inputs, review processes, and approval requirements. Orion effectively managed this complexity using a centralised project tracker that was continuously updated to monitor approvals, stakeholder engagement, and risks. This approach ensured transparent design coordination, early risk mitigation, and strong alignment across all stakeholders—resulting in successful project delivery within a complex approvals environment.

The innovative design resulted in significant cost savings to the client by avoiding unnecessary service relocations where this was possible. A fully coordinated design package was produced to minimise RFIs, mitigate scope gaps, and support a smooth on-site project execution. Together, all these practices contributed to a successful project out come which in turn, ensured the timely execution of the WAD.
