Stockland’s Calderwood Valley is one of the largest masterplanned communities in the Illawarra. The development spans hundreds of hectares and has been designed to integrate residential living with the natural landscape, including more than 35km of walking and cycling paths. On completion, the community is expected to deliver around 4,800 homes, supporting long term growth and housing in the region.
Orion coordinated and managed the construction tender management and superintendency services across the following three Calderwood projects:
- Education Precinct
- Town Centre South
- Calderwood Road Upgrade
Specifically, the three projects involved:
- The Education Precinct component required civil and servicing works for the future high school and primary school sites.
- The adjacent Town Centre South project delivered a 190 lot residential subdivision.
- Both developments front Calderwood Road, a key thoroughfare for local residents and home to Calderwood Christian School. Works for the upgrade included widening Calderwood Road, extensive service relocations, and the installation of a major stormwater trunk main.
Orion delivered a value driven approach across the three projects, beginning with a value engineering review of the civil and services designs that reduced costs by more than $3.7 million compared to the initial tender. Key improvements included removing 850 linear metres of reinforced concrete box culverts, reducing pipe sizes throughout Town Centre South, and optimising the gravity sewer network.
Effective stakeholder and community engagement was essential given the live road environment. Orion led coordination with multiple surrounding works, Sydney Water, Endeavour Energy, Calderwood Christian School, Mount Marshall Cemetery, and local residents located along the roadway.
To support timely delivery, Orion coordinated the bonding strategy, early works approvals, a single tender process, late-stage bus bay design, and the superintendency for additional superlots - enabling earlier construction, minimising conflicts, and achieving lot registration before EOFY.
Orion’s engineering review delivered significant value to the client, reducing project costs by more than $3.7 million compared to the initial tender. These savings strengthened the project’s commercial viability and gave the client greater financial certainty.
By appointing Orion as Project Manager for the Calderwood Education Precinct, Calderwood Road Upgrade, and the Town Centre South project, the client benefited from seamless communication and consistent oversight of all three projects.
Careful planning and coordination on the Calderwood Road Upgrade allowed Orion to maintain traffic flow and minimise disruption to the surrounding community throughout construction – meeting critical requirements set by Council and the client.
